• weapons,

• explosives,

• pyrotechnic products,

• fire-hazardous materials,

• other dangerous objects,

• alcoholic beverages,

• intoxicating substances,

• psychotropic substances.

Since visual flares, smoke grenades, and signal torches fall under pyrotechnic products, you are not allowed to bring them into a sports venue — let alone use them.
The only exception may be events that do not officially qualify as mass events — typically lower-league games where attendance does not exceed 1,000 spectators.
